Staffing is seen as a specific part of HR. Staffing agencies, then, are HR specialists who focus on recruiting, screening, interviewing, placement, and sometimes onboarding and training. For some companies, staffing agencies serve as the company’s HR department, leaving employee relations to managers, and outsourcing payroll.
